Many people believe that the Aozhu Pagoda has existed in ancient times, because the stories related to it have been passed down from word of mouth: Legend has it that in ancient times, when Zhaobaoshan went to the sea, there were giant beasts, making waves, overturning boats and flooding dikes, and the people were uneasy. One day a monk came up to Zhaobao Mountain. He told the presiding elder that building a tower here would ensure sea peace. After the conversation, a red light suddenly appeared, and the monk did not know where he was going, and the presiding elder was busy visiting the sky and chanting "Amitabha". It turned out to be Guanyin Bodhisattva's manifestation.

On the second day, the elders followed the instructions of Guanyin Bodhisattva and began to build a seven-story brick pagoda on the mountain, which was named Aozhu Pagoda after completion. It is strange to say that since then, no giant beasts have been seen in the sea, and the sea has been peaceful since then, and the stele "Aozhu inserted into the sky" was written for this legend.

An 86-year-old Yan Shuifu from the Zhenhai District Archives Bureau participated in the compilation of "Zhenhai County Chronicles." According to the old man, "I didn't see it in the literature, but I heard the old people talk about it. It seems that there was one before." The tower at that time was very small, far less majestic than it is today. Several experts from Zhenhai Cultural Insurance Institute also hold similar opinions.
