In accordance with the relevant provisions of the "Regulations on the Safety Management of Fireworks and Firecrackers in Ningbo", with the consent of the Ningbo Municipal People's Government, the relevant matters concerning the operation and discharge of fireworks and firecrackers in the central urban area of Ningbo during the Spring Festival in 2020 are hereby notified as follows:

Areas where the sale of fireworks and firecrackers is prohibited and restricted in the downtown area

(I) ban on the sale of fireworks in the area

Cicheng town ancient county core protection area and style coordination area area. Specific scope:

East to Cicheng Town along the Dongcheng River, west to Cicheng Town Qinfeng Village adjacent to the core protection area and style coordination area boundary, south to Yongyufu Line, north to Cicheng Town Huanhu Road.

Ningbo Lishe International Airport runway 2km at each end, 1km on both sides of the area.Specific scope:

Yujia Village, Shijia Village, Goose Neck Village, Fengshuigang Village and Daijia Village in Gulin Town, Haishu District; Lishe Village, Wangjia Village, Houcang Village and Huangqi Village in Shishi Street, Haishu District.

Ningbo textile city market around the relevant areas.Specific scope:

East to the east of liangjia road Sanjiang supermarket, bamboo market, liangjia village, construction bank area; South to the north of the textile city section of provincial highway 34; West to the south section of Tangxi Middle Road, east of Shiqing Street Community Health Service Center (Wu Jianming Hospital), Tangxi Middle Road Textile City section (to the trade junction); North to the business road along the two sides of the street, Dongfang Yuan residential area.

Areas within 50 meters of important buildings or facilities.

Important buildings or facilities: cultural relics protection units, historical buildings; stations, docks, airports and other transportation hubs; railway line safety protection areas; flammable and explosive materials production and storage areas; power transmission and transformation facilities safety protection areas; medical institutions, kindergartens, Primary and secondary schools, nursing homes; mountain forests and other key fire areas; commodity trading markets.

(II) Downtown Restricted Sales of Fireworks and Firecrackers Area

Haishu District part of the area.Specific scope:

To the east of Airport Road, it is an area connected with Jiangbei District, Shiqing Street and Fenghua River.

Part of Yinzhou District.Specific scope:

To the east of Fenghua River, to the west of East Outer Ring and to the north of Yinzhou Avenue, it is connected with Jiangbei and High-tech Zone to form an area.

Part of Jiangbei District.Specific scope:

Zhongma, Culture and Education, Baisha, Kongpu, Yongjiang Street; Part of Zhuangqiao Street: north to the freight line of the original North Railway Station, south to Yaojiang, west to Jiangbei Avenue, and east to the area surrounded by the Li Qingdu section of Lijiang East Road.

Administrative Area of High-tech Zone (except for Gui Street).

Restricted operation in the downtown area, allowed sales and fireworks time in the discharge area

The number of days allowed to set off fireworks and firecrackers in the discharge area is 6 days, with specific time:January 24 to January 29, 2020 (lunar December 30 to the fifth day of the first month). It is forbidden to sell and set off fireworks and firecrackers at other times; during the period when the sale and setting off of fireworks and firecrackers are allowed, when the municipal environmental protection and meteorological departments issue orange and red warnings in case of heavy air pollution, the sale and setting off of fireworks and firecrackers are prohibited.

(II) delivery time.The distribution of fireworks from wholesale units to seasonal retail outlets beginsJanuary 22 to January 29, 2020 (lunar December 28 to the fifth day of the first month)No advance delivery. After the expiration of the seasonal retail operation, the wholesale unit should be in.February 1, 2020 (the eighth day of the first month)Before, the remaining fireworks and firecrackers from the seasonal retail outlets responsible for distribution will be recycled or kept on their behalf.

Other provisions

(I) fireworks and firecrackers retail outlets shall hold the "Fireworks and Firecrackers Business (Retail) License" and "Business License" before engaging in fireworks and firecrackers business activities.

(II) wholesale business units and retail business outlets shall not purchase and sell fireworks and firecrackers illegally produced and operated.

(III) wholesale business units shall not supply Class A and Class B professional fireworks and firecrackers products to retail business outlets.

(IV) wholesale business units transporting fireworks and firecrackers shall apply to the public security department for the "Fireworks and Firecrackers Road Transport Permit" in accordance with regulations, and the transportation vehicles and their drivers and escorts shall have corresponding transportation qualifications and hang safety warning signs.

Fireworks and firecrackers sold by (V) seasonal retail outlets shall be uniformly distributed and recycled or kept by the fireworks and firecrackers wholesale units in the district.

The retail outlets of (VI) fireworks and firecrackers shall operate at the approved business location, and shall not operate across doors or occupy roads; the variety and quantity of fireworks and firecrackers stored shall not exceed the scope and limit specified in the business license; and shall not sell Class A and B professional fireworks and firecracker products.

(VII) units and individuals shall purchase fireworks and firecrackers from business outlets with legal business qualifications and set them off in a civilized and safe manner.

(VIII) Class A and B professional fireworks products and Class C and D fireworks products that need to be processed and installed shall be set off by personnel who have obtained professional qualifications for setting off fireworks.

(IX) must be allowed to set off fireworks and firecrackers in the allowed time and allowed area.
